A more systematic and standardized law is urgently needed to strengthen the safety management of low-altitude flights and establish a sound industry standard system such as meteorological service low-altitude flights to ensure airspace safety, rational use of resources and sustainable industrial development." Zhang Tianren believes that the formulation of low-altitude airspace management law should ensure the safety of low-altitude flight as the core, whether it is the formulation of aircraft airworthiness standards, flight rules, personnel qualification management and infrastructure construction, should ensure that low-altitude activities do not endanger national security, people's lives and property safety and public safety as the primary consideration, to minimize all kinds of safety risks. Prevent the occurrence of safety accidents, and build a stable and reliable low-altitude safety protection network.In particular, Zhang Tianren pointed out that the legislative process should follow scientific laws, and fully consider geographical environment, meteorological conditions, traffic flow and other factors in the demarcation of airspace."Meteorology is crucial for low-altitude flights, not only as a prerequisite for safe operations, but also as an important guarantee for improving the quality and efficiency of low-altitude economic development." Zhang Tianren explained that the altitude of low-altitude flight is low, and the impact of weather conditions is more direct, and low clouds, strong winds, thunderstorms, fog and so on May affect flight safety. The meteorological conditions in different regions have different requirements for the airworthiness of low-altitude aircraft. For example, in the coastal Zhejiang province where Zhang Tianren is located, high humidity, typhoons, thunderstorms and other weather put higher requirements on the weather resistance and flight stability of aircraft. For low-altitude logistics, drone inspection and other scenarios, meteorological conditions directly affect operational efficiency and safety.Zhang Tianren suggested that a low-altitude industry standard system should be established and improved, "in terms of low-altitude service support, formulate quality standards and norms for meteorological services, communication support, maintenance and other services, and improve the overall service level of low-altitude flight."Zhang Tianren believes that at present, the most urgent tasks for meteorological services to ensure low-altitude flight are three: First, to build a refined low-altitude weather forecast system to provide more accurate wind speed, wind direction, visibility and other forecast data to provide references for low-altitude flights such as drones and navigable aircraft; The second is to build a low-altitude meteorological data sharing platform, strengthen data integration with civil aviation, emergency management, transportation and other departments, and provide real-time meteorological information for low-altitude operation enterprises; The third is to develop an intelligent early warning system suitable for low-altitude flight, combined with artificial intelligence analysis technology, and constantly improve the accuracy and lead of low-altitude flight risk warning to ensure flight safety.In addition to the low-altitude economy, Zhang Tianren also said that the development of new quality productivity enabled by meteorology has great potential in many fields: In the field of agriculture, accurate meteorological data can help farmland irrigation, disease and pest control, and improve agricultural production efficiency; In the new energy industry, the power generation efficiency of renewable energy such as wind power and photovoltaic is highly dependent on meteorological conditions, and power generation scheduling can be optimized and energy utilization efficiency can be improved through accurate weather forecasting. "Therefore, it is necessary to promote the deep integration of new technologies such as meteorological big data, artificial intelligence analysis and satellite remote sensing in the future to better serve the development of modern industries."
