Joint prevention and control mechanism is gradually established

In accordance with the requirements of the “Water Ten Articles”, the Ministry of Ecology and Environment, together with the Ministry of Natural Resources and the Ministry of Water Resources, conducted an assessment of the implementation of “Water Ten Articles” by provinces (autonomous regions and municipalities) in 2017. The assessment includes two aspects: the completion of the water environment quality target and the completion of the key work of water pollution prevention and control. Among them, the completion of the water environment quality target is the rigidity requirement.

It is worth mentioning that this is in the field of water pollution prevention and control, and different authorities have announced the assessment of “Water Ten” for the first time. Recently, with the heating season in the north approaching, dealing with heavy pollution has become the focus of attention. On October 31, Liu Youbin, spokesperson of the Ministry of Ecology and Environment, said that it is predicted that the temperature in Beijing-Tianjin-Hebei and the surrounding plains will be high and the precipitation will be less, and the winter wind intensity will be weak, which is not conducive to the spread of cold air and the spread of atmospheric pollution. As the Beijing-Tianjin-Hebei region is a high-density gathering area for steel, thermal power, flat glass, cement and other industries in the country, the air pollution in autumn and winter is serious. Since the beginning of November, there has been a heavy pollution in Beijing, Tianjin and Hebei and surrounding areas. Under the regional coordinated prevention and control mechanism, Hebei, Henan, Shandong and other northern provinces have successively launched emergency control and verification work, and formulated an "operation plan" for combating air pollution in autumn and winter. The peak production of high-emissions industries is widely used as the focus of comprehensive air pollution control in autumn and winter, in order to effectively deal with heavy pollution weather and promote the rational adjustment of industrial structure.

In the Yangtze River Delta region, since June this year, the three provinces and one city in the region have played a role as a platform for cooperation and adopted more targeted measures to further increase air and water environmental governance.

For pollution prevention and control, not only the different cities in the region cooperate with each other, but different administrations are also strengthening cooperation. In late October, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development jointly launched a special campaign for the rectification of urban black and odorous water bodies in 2018, focusing on special inspections in 36 cities. At the beginning of November, the National Development and Reform Commission, the Ministry of Ecology and Environment, and the Ministry of Agriculture and Rural Affairs jointly issued relevant measures to promote agricultural non-point source pollution control in the Yangtze River Economic Belt.

Environmental protection industry has a good momentum of development

In recent years, China's environmental protection industry has maintained a good momentum of rapid development due to the implementation of specific measures for pollution prevention and control in the fields of air, water and soil. According to the statistics of the “Environmental Industry Development Prospects and Investment Forecast Analysis Report” released by the Prospective Industry Research Institute, the national environmental protection industry sales revenue reached 1.15 trillion yuan in 2016, and it has become a trillion-dollar industry. In 2017, China's environmental protection industry sales revenue was 1.35 trillion yuan, a new high of 17.4%. In the first quarter of 2018, China's environmental protection industry sales revenue was about 279.4 billion yuan, a year-on-year increase of 15%. As of the first half of 2018, it was about 669 billion yuan, an increase of about 18%.

Source prevention and control combined with end treatment

On October 31, the General Office of the State Council issued the "Guiding Opinions on Maintaining the Shortcomings in the Infrastructure Sector", proposing to focus on the fight against pollution prevention and control, and focus on filling the shortcomings in the fields of ecological environment protection, energy, agriculture and rural areas. In the field of ecological protection, it is necessary to increase support for key projects such as soil and water conservation. In the agricultural and rural areas, it is necessary to vigorously implement the construction of agricultural infrastructure such as the utilization of livestock and poultry manure resources.

Taking agricultural non-point source pollution control as an example, due to the large agricultural output, unreasonable production and lifestyle, and historical debts, the comprehensive management of atmospheric, water and soil non-point source pollution is still severe in the agricultural and rural areas. How to co-ordinate the promotion of coordinated prevention and control in the three major areas has become a common test for local governments.

In addition to the prevention and control of the source, the ecological and environmental departments at all levels have never relaxed their efforts to prevent and control the end links of the three major areas of pollution prevention. Recently, it was learned that the Shirengou Iron Mine under the Hebei Iron and Steel Group Mining Co., Ltd. failed to pass the local environmental protection department due to the failure of the noise and solid waste pollution prevention and control project.

In order to fight the battle against pollution, Hebei Province has been vigorously promoting the ultra-low emission transformation of steel and other industries this year. In the first 8 months, the province's steel industry ultra-low emission transformation projects are under construction 168, completed 95; coking industry ultra-low emission transformation projects are under construction 45, completed 39; coal-electricity industry deep treatment projects are under construction, Complete 4 pieces. After the completion of these projects, it can reduce more than 120,000 tons of particulate matter, 180,000 tons of sulfur dioxide and 200,000 tons of nitrogen oxides.

Environmental protection industry develops new vitality

As of November 6, the five central ecological environmental protection inspectors have completed the “review” of the inspectors of 10 provinces including Shanxi, Liaoning and Jilin. It is reported that this "review" is mainly aimed at the seven major campaigns of pollution prevention and control and other key areas.

Since the beginning of this year, the environmental protection inspection work for the defense of the three major areas of blue sky, clear water and pure land has continued.
